Approved By-Laws and Rule Changes 2006-07

Effective for the 2006-2007 Rodeo Year

By-Law Changes Approved:

These by-law changes will be reaffirmed by 2/3’s majority vote at the 2006 Annual Meeting before they are officially approved and amended in the by-laws.

#A -- Article II Membership Associations Members= hip, New Paragraph 14, Page 7

Add new Paragraph:

14. Any member who initiates litigation against the National High School Rodeo Association and does not prevail in the litigation by recovery= of all relief requested, shall be liable to the Association for all its attorney’s fees, court costs, expert witness fees, and other expenses incurred by the Association arising from or in connection with such litigat= ion.

#B -- Article III Board of National Directors, N= ew Paragraph 13, Page 10

Add new Paragraph, Renumber Remaining Paragraphs:

13. If State/Province Member Association feels it is in their be= st interest to replace the seated National Director during the term, the proce= dure for doing so will be as follows:

a. One hundred percent of the State/Province Member Association’s certified board member votes must be in attendance and = cast a vote for the removal of the National Director and the removal must receiv= e at least two-thirds majority of the certified board votes.<= /p>

b. State/Province Member Association must send certified delegat= es to the next regularly scheduled National Meeting, either the Mid-Winter Boa= rd of Directors Meeting or the Annual Meeting.

c. The certified delegates must include the State/Province Presi= dent and at least two other voting members of the State/Province board of direct= ors and their nominated National Director to be seated in place of the director they are requesting to be removed.

d. The State/Province Member Association must post a $1,000 bond= to the NHSRA, Inc. to appear in front of the National Board of Directors to present their case for removal of the National Director. If State/Province looses the decision to remove their National Director, no further appeal wi= ll be allowed and they will forfeit the $1,000 bond to the NHSRA, Inc. to cover the costs of the proceedings.

#C -- Article IV Officers, Paragraph 8, Page 11<= o:p>

Change Paragraph to Read:

8. There shall be an Execut= ive Committee of the Board of National Directors, composed of the President, who shall serve as Chairman of= the Executive Committee, Vice President, Second Vice President, Immediate = Past President, and five (5) National Directors elected by the Board of Na&= shy;tional Directors at the annual meeting of the National Directors. Three (3) of the five (5) to be elected for a two (2) year term. At the An= nual Meeting in 2005, two (2) members will be elected to a two (2) year term and= at the Annual Meeting in 2006, one (1) member will be elected to a two (2) year term thereby causing the three (3) members on two (2) year terms to be staggered ADD: and this stagger= ed rotation election process will continue into future years. The rest= of the paragraph remains the same.

#D -- Article VII Committees, Paragraph 1 d (16)= , Page 19

Delete this paragraph and m= ove these responsibilities under the description of the Executive Committee in Paragraph 1 d (1), Page 17.

D= ELETE: (16) Administrative and Personnel Committee. This Committee shall be responsible for, but not limited to, providing job descriptions for Executive Director = and other employees in regard to the operation of the NHSRA office and oth= er duties, establish semi-annual written performance evaluation for all of= ;fice staff, and review salaries, benefits, and establish and maintain a formal written schedule for same.

The judge on the latch side of the chute gate shall serve as a back-up timer in= the bareback riding (bull riding, saddle bronc ridi= ng) event ADD: or a person assigned= by the Arena Director may serve as the back-up timer. The judge's stopwatch reading shall be used as a means of verification when the length of the qualified ride is in question. The judge shall stop his watch when, in his opinion, the contestant has been disqualified for any reason, or when he he= ars the whistle or horn, whichever comes first. In either instance, the judge w= ill refer to his watch for a time verification on ea= ch ride. In any instance where the time is eight seconds or more on the judge's watch, the contestant shall be entitled to a marking without penalty. In the instance the whistle blows before the eight seconds, the judge must go with= the whistle.

#17 -- Goat Tying, III Event Rules, Paragraphs 6= , 7 & 9, Page 86

Combine both Paragraphs and= Change Wording to Read as New Paragraph 6, Renumber Remaining Paragraphs:

6. The contestant must be mounted o= n a horse and must ride from the starting line to the goat, dismount from her horse, throw the goat by hand.

7. If the goat is down when the contestant reach= es it, goat must be elevated high enough that it has the opportunity to regain its feet and then cross and tie at least three legs together with a leather tho= ng, pigging string, or rope and stand clear of the goat.

9. To qualify as a legal ti= e, there will be at least one complete wrap around at least three legs, and half hit= ch, hooey or knot.

NEW PARAGRAPH 6: The contestant must be mounted on a horse when entering the arena and must ride from the starting line to the goat, dismou= nt from her horse, throw the goat by hand, cross, wrap and tie by hand, at lea= st three (3) feet together with a leather string, pigging string or rope. No w= ire is to be used in the goat string.

NEW PARAGRAPH 7: If the goat is down when the contestant reaches= it, goat must be elevated high enough that it has the opportunity to regain its feet and then stand clear of the goat when the tie is finished.<= /u>

9. To qualify as a legal ti= e, there will be at least one complete wrap around at least three legs, and half hit= ch, hooey or knot. ADD: The contestant must tie the goat by hand with no pre-m= ade wraps, coils, knots, hooeys or half hitch.

3. A dally team roper can only ente= r once at any rodeo with the partner of his or her choice ADD: however, a team roping contestant with no partner may reque= st a partner be supplied as a drawn partner from a volunteer list of entered team roping contestants. This option is available only three times. Thereafter, = the team roping contestant must enter with a partner. No points will be awarded= to the drawn partner. No drawn partners will be allowed at State/Province fina= ls rodeos. There m= ust be at least one wrap around all three legs and finished with a half hitch or “hooey.” A hooey is a half hitch wit= h a loop, the tail of the string may be partly or all the way pulled through.

#25 -- Chute Dogging, III Event Rules, Paragraph= s 2-4, Page 100

Change Paragraphs to Read:

2. With = steers loaded in bucking chute, dogger gets beside the steer, DELETE: left hand on the= left horn, right hand in front of or behind right front shoulder. When <= span class=3DSpellE>dogger calls for the steer the chute gate will be ope= ned. Dogger must keep right hand in front of or behind sho= ulder until the steer’s nose crosses the score line. If dogger moves into throwing position AD= D: or touches either horn before steer’s nose crosses score line th= ere will be a ten (10) second penalty added to time. Change sentence to read:

1. There will be a thirty (= 30) second time limit. DELETE: Ther= e will be an optional one (1) or two (2) loop limit at state/provincial rodeos. AD= D: There will be a one loop limit in all go-rounds at all rodeos.

DELETE Paragraphs 3, 4, 5 and 6 under Event Rules as they deal w= ith two loops.

#27 -- Ribbon Roping, III Event Rules, Paragraph= 7, Page 103

Change Paragraph to Read:

7. The only legal catch is = a clean neck catch. CHANGE TO: Catch as= catch can. Any catch that holds the calf is legal.

#28 -- Ribbon Roping, III Event Rules, Paragraph= s 10 and 11, Page 103

Add to Paragraphs:

10. Runn= er can remove ribbon from the calf’s tail after roper makes catch ADD: and after roper touches calf = but roper must have a hand on the calf when runner removes ribbon.

11. Roper must touch the ca= lf before runner crosses finish line = ADD: and must have hands on calf when runner removes ribbon or team will= be disqualified. Calf does not have to be flanked.

States/Provinces ho= lding multiple queen contests have the option of choosing from three approved rei= ning patterns at the qualifying rodeos. Only approved patterns by the National Q= ueen Committee will be used at State/Province Finals and National Finals. ADD: No two girls may ride the same horse in this event.

(8) Horsemanship 1-50 points. Each contestant will be judged twice for horsemanship. Each time judged will be worth 25 points. ADD: Contestant will receive a 0 from each judge for falling off= or being bucked off the horse during the horsemanship pattern. States/Provinces holding multiple queen contests have the option of choosing from three approved reining patterns at the qualifying rodeos. Only approved patterns by the National Queen Committee will be used at State/Province Fin= als and National Finals.
